- Hygiene: Wash hands. Wear a face mask where required. Social Distance.
- Attitude: We provide safe service. Help us by following these guidelines.
- Monitor: Don’t come in if you have symptoms, fever or potential exposure.
- Partner: Members and Team Members are in this together.

On June 1, Columbia Association announced that outdoor pools would not open in 2020. Our members and residents have shared with us their disappointment, seeking to understand “Why is CA not opening the outdoor pools this summer?”
Included in many of your replies to the outdoor pools announcement were one or more of the following questions:
- Why not open a limited number of pools for limited times for limited participants?
- Why not open the pools for lap swim only?
- Why are indoor pools reopening but not outdoor pools?
- Why are other swim clubs in Howard County opening but CA is not?
- Why is CA charging me for membership when not opening the outdoor pools?
- Why is CA able to open other facilities but not the outdoor pools?
Many of you told us how important the outdoor pools are to you. We understand! In fact, the importance of the CA outdoor pools as a community institution caused us to delay the decision as long as possible, seeking a viable way to open them. In the end, the decision to not open the outdoor pools this summer came down to these factors:
- Timing of reopening regulations
- Member satisfaction due to capacity restrictions
- Cost and economies of scale
Timing of Conditions of Reopening
Outdoor pools are generally open from Memorial Day until Labor Day. The uncertain trajectory of the pandemic prevented public health officials from providing specific guidance on pool reopenings until after Memorial Day.
- Until May 27, there was no guidance from state and county public health officials about what conditions pools would be subject to in order to reopen. For the safety of our swimmers we assumed the most stringent regulations, which would have involved very limited capacity, no open swim (i.e. lap swimming only), and swimming by reservation only. Plans were created with a focus on opening 9 pools.
- On May 27, the Maryland Secretary of Health released regulations for pool reopening that were very close to our working assumptions. Under these regulations, pools would only be allowed lap swimming due to social distancing requirements. Wading pools, splash pools and hot tubs would not be allowed to reopen.
- On April 23 and again on June 4, with these conditions in hand, the CA Board approved revisions to the operating budget that excluded outdoor swimming this year. All lifeguards and staff conditionally hired for the pools were notified on June 1 of the closures.
- On June 11, the state issued updated regulations for Phase 2 reopening which allowed for increased capacity for pool facilities. While the updated regulations permit recreational swim, pool capacity requirements remained unchanged (1 swimmer per 36 square feet of pool surface area).
Member Satisfaction
We are concerned about the limited access and poor experience that members and guests would have with pools available to fewer swimmers. The capacity regulations would only allow each pool to serve approximately 30% of its normal volume of swimmers. CA’s 23 outdoor pools have more than 400,000 visits in a typical summer. Trying to fit this number of visits into a reduced number of pools, each with reduced capacity (one swimmer per 36 square feet of pool surface area) would produce several results:
- Members who are unable to reserve a time to swim would be dissatisfied with paying for a membership that they are unable to use.
- Our young people seeking recreational swim would be restricted in numbers during each session, again, creating immense dissatisfaction.
Cost and Economies of Scale
Each fiscal year, outdoor pools operate at a deficit. It is very expensive to operate not only one but all 23 outdoor pools. The outdoor pools are heavily supported financially by CA (annual charge and non-annual income sources). CA ceased billing and collecting all membership and user fees on March 18. To date, this decision has resulted in a loss of $7.5 million in revenue.
- It is quicker, more efficient and less expensive to open the indoor pools because:
- The infrastructure is already in place. Staff, security and unique requirements for serving members as a result of the pandemic are already in place, serving not only swimmers but also members using all of the other services in the fitness clubs and Haven.
- Plus, indoor pools require fewer staff and we already have trained lifeguards available.
- To justify the cost of operating the pools, CA needs to be able to serve a large number of users. We can serve a larger number of users (swimmers and non-swimmers) in the indoor pools, which are readily available now and will open on June 20.
Finally, I realize that this difficult decision has disappointed many, including all of us here at CA. Please understand that our primary interest is the health and safety of our members and staff, and the long term ability to continue improving services to the Columbia Community with the resources you have entrusted to us.
Thank you for your continued support of CA.
Sincerely,
Milton Matthews

Racquetball/Squash Court
When will the racquetball courts and squash court be open?
Racquetball courts at Columbia Athletic Club and Supreme Sports Club will be open from 5:00am – 9:00pm, Monday-Friday, and 6:00am – 7:00pm Saturday and Sunday. The squash court at the Columbia Athletic Club will also be open under the same reservation and safety guidelines as the racquetball courts.
How do I reserve a court?
Racquetball/squash courts are available for reservations online through the Customer Service System. Players must bring their own equipment. There will be no loaner equipment available.
How far in advance can I reserve a court and for how long?
Racquetball/squash courts can be reserved online seven days in advance. Those reservations can be made on the hour for 45 minutes at a time. This reduces the likelihood of contact with others who have reservations and gives members some extra moments to wipe down high-touch areas.
Who can reserve a racquetball/squash court?
CA Fit&Play, 5Day Golf&Play, Golf Fit&Play and AC/SSC 1Fit members can reserve a racquetball/squash court at no charge.
Are the courts open for match/doubles play?
No, racquetball/squash courts are only open for single-player use at this time.
Will members and guests be required to wear a face mask while using the courts?
Yes, face masks are required 100% of the time while using the courts.
What safety precautions does CA have in place to protect players?
- Players must bring their own equipment. There will be no loaner equipment available.
- All reservations are made online or over the phone.
- Starting Friday, November 20, team members working at the front desk at all fitness facilities will take everyone’s temperature using a contact-free thermometer. Anyone with a temperature 100.4° or higher will be asked to leave immediately.
- Starting Friday, November 20, masks will be mandatory at all times.
- Each member will be given a spray bottle and clean towel to sanitize the door handle and any other touch points, before and after each use.
- Court reservations can be made only on the hour and last for 45 minutes, allowing for time to clean touch points and avoid the congregating or passing of players between reservations.
- All equipment and high-touch surfaces, including restrooms, are thoroughly cleaned, sanitized and disinfected daily by staff following strict cleaning protocols.
- No walk-ins are permitted at this time. Access to the courts will be based on court reservations only.

Howard County Public School System granted us permission to offer full day child care services at the following schools: Centennial, Clemens Crossing, Clarksville, Cradlerock, Hammond, Northfield, Phelps Luck, Swansfield, Waterloo, and Worthington.
*Will CA help my child with school work (distance learning)?
In support of the requirement for distance learning, CA SAS will allow each student to bring their electronic device, laptop/Chromebook/Ipad, for school and educational purposes only. Children will also need to bring a headset to wear while they are online as not to disturb other students during their scheduled class meeting times. We will ask that families provide the CA Director at their location with their child’s schedule for classes; we will remind students of their class schedules and make sure they have access to the location’s WiFi. For those students needing to access teacher office hours and additional support, we will also track those times provided to us and remind students to log on. We have assured HCPSS that we will not interfere with their established and approved plan for teacher instruction and that students will be directed to the appropriate school instructor to assist with school related work. Children will also have the opportunity to work on their homework during program hours.
*What precautions will be in place to combat the spread of COVID -19?
CA will adhere to all guidance provided to child care programs from The Maryland State Department of Education (MSDE) and the Centers for Disease Control (CDC). For families, this will include:
- Parent drop off and pick up outside of the program (no parents/guardians will be permitted into the program with children for any reason). Parents and children must wear masks covering their noses and mouths during pick up and drop. Any children that will be utilizing the full day program, temperature checks will be conducted mid-day.
- Families will have to complete both a symptoms questionnaire and a temperature check before children will be permitted into the program each day. Temperatures of participants must be taken in the presence of CA staff and recorded.
- Children and staff are required to wear masks/approved face coverings that cover their nose and mouth for the duration of the program. There will be no exceptions to this requirement.
- Children will be required to maintain the six feet of social distance for the duration of the program day.
- Handwashing will occur upon arrival, before and after snacks/meals, upon return from outside and any other time during the program that bodily fluids may be present.
- All cleaning and disinfecting will occur per the current CDC recommendations. This includes frequent cleaning of all high contact areas used by children: before the start and at the end of each program, after children use an area, including bathroom door and faucet handles, and transition to another, before and after snack, after outdoor play and anytime bodily fluids are present.
*What is the illness policy?
Childcare staff must monitor children for signs and symptoms of acute illness and notify a child’s parent or guardian upon observing signs or symptoms of acute illness. Staff must provide temporary isolation for the affected child in a suitably equipped separate area within sight and hearing of an adult. Staff may not admit a child to care or allow a child to remain in care when the child is exhibiting symptoms of acute illness. A child may not be readmitted to care for an absence of three days or more, due to an illness, without a written statement from their physician stating that the child is not contagious and may return to a regular schedule.
A child may be excluded from care if:
- The child’s illness prevents the child from participating comfortably in activities that the facility routinely offers for healthy children or mildly ill children.
- The child is displaying any of the signs and symptoms that require an evaluation from a health care provider as indicated by the child’s age and condition. In this situation, the parent is notified of the need for immediate emergent or urgent issues.
- The illness requires more care than the childcare staff is able to provide without compromising the needs of the other children in the group.
- The child exhibits an acute change in behavior. Examples may include lethargy, a lack of responsiveness, irritability, persistent crying, difficulty breathing, or a quickly spreading rash.
- The child has a fever at or above 100.4 degrees F, taken orally or a temporal scan.
- The child has diarrhea. The child will not be readmitted to care until diarrhea-free for 24 hours.
- The child is vomiting. The child will not be readmitted to care until vomiting has ceased for 24 hours.
- The child has impetigo/scabies. The child will not be readmitted until treatment has started, as verified by a healthcare professional.
- The child has Hand, Foot, and Mouth disease.
- Symptoms indicating a probable case of COVID-19:
People with COVID-19 have had a wide range of symptoms reported – ranging from mild symptoms to severe illness. Symptoms may appear 2-14 days after exposure to the virus. People with these symptoms may have COVID-19:
- Fever or chills
- Cough
- Shortness of breath or difficulty breathing
- Fatigue
- Muscle or body aches
- Headache
- New loss of taste or smell
- Sore throat
- Congestion or runny nose
- Nausea or vomiting
- Diarrhea
This list does not include all possible symptoms. CDC will continue to update this list as we learn more about COVID-19.
Sick children and staff will be required to stay home. Sick staff will be sent home immediately and sick children are required to be picked up by a parent or emergency contact within 30 minutes.
- Communicate to parents the importance of keeping children home when they are sick.
- Communicate to staff the importance of being vigilant for symptoms and staying in touch with facility management if or when they start to feel sick.
- Establish procedures to ensure children and staff who come to the child care center sick or become sick while at your facility are sent home as soon as possible.
- Keep sick children and staff separate from well children and staff until they can be sent home.
- Sick staff members should not return to work until they have met the criteria to discontinue home isolation. Physicians notes will be required for children to return to care and staff to return to work.
- Have a plan if someone is or becomes sick.
- Plan to have an isolation room or area (such as a cot in a corner of the classroom) that can be used to isolate a sick child.
- Be ready to follow CDC guidance on how to disinfect your building or facility if someone is sick.
- If a sick child has been isolated in your facility, clean and disinfect surfaces in your isolation room or area after the sick child has gone home.
- If COVID-19 is confirmed in a child or staff member:
- CA will contact the Howard County Health Dept for guidance on next steps.
- Close off areas used by the person who is sick.
- Open outside doors and windows to increase air circulation in the areas.
- Wait up to 24 hours or as long as possible before you clean or disinfect to allow respiratory droplets to settle before cleaning and disinfecting.
- Clean and disinfect all areas used by the person who is sick, such as offices, bathrooms, and common areas.
- If more than 7 days have passed since the person who is sick visited or used the facility, additional cleaning and disinfection is not necessary. Continue routine cleaning and disinfection.
Should it be necessary to contact a parent regarding illness or injury, it is the parent’s responsibility to arrange to pick up the child within 30 minutes of notification.
*What will the program schedule be like?
In addition to the time that children spend with distance learning, we will work around the scheduled classroom times of the group to provide our typical recreation-based activities. Current MSDE and CDC guidelines with regard to health/safety and social distancing will be observed. Per the CDC recommendations, the use of shared objects (e.g. gym or physical education equipment, art supplies, toys, games) should be limited when possible, or cleaned between use). Children will wear masks and wash their hands prior to entering the program each day. Children will not share games, equipment and art/craft supplies during the program.
*Will snacks and meals be provided?
CA will continue to provide a morning and afternoon snack. Free breakfast and lunch are available for the participants in the SAS childcare program.
Children will be permitted to bring their lunch (no nuts/nut products permitted). Children should bring a water bottle. Disposable cups will not be provided and water fountains are closed. Water bottles can be refilled on premises.
